anything in the bamboo family is very hard to get rid of...I don't know if vinegar will kill that...I don't like using chemicals but you might need to get a professional weed killer, keep cutting them down and they are hollow inside you can put the weed killer inside.

I have a neighbor who is having that problem.  She just keeps cutting them down....and they keep on rerooting several feet away.

I just found something new from a store link Ortho has a poison Ivy & tough brush killer concentrate.....cut it back to the ground put it full strenfgth in a squirt bottle and spray it right inside the hole where you cut it back.  Keep checking on it...you might need to do it again before the frost comes.  Keep children & pets away from this area Wear long old clothes, mask, goggles, gloves and hat......

I just thought of something, Walmart has double strength vinegar, boil  4 cups double strength vinegar  and 4 cups cheap salt..............  Cut  the plant off at the base and pour some of this mix with the funnel in side the hollow area and pour hot mix that you stirred carefully.  Be very careful not to get burned........keep children & pets away while you are doing this.
