they are little clumps that would make it hard for a wee toddler to walk and even makes it un comfortable for adults to walk?  What is it  could it be something like to many earth worms

Depends. Could be moles or voles. If the areas look like something burrowed through and raised the dirt in the process, it is either of the two. There are some solutions if this is your problem.  But you need to figure out what the problem is before you can get a solution.

  Doubt that it is too many earth worms? Not likely as there are never too many.

I bet that you have moles........as they feed on worms & grubs..............................mix 6 taslespoon caster oil, 2 tablespoon liquid detergent and 1 gallon of water...................this will chase them..............and treat you lawn yearly for grubs.

Voles usually feed on plants.

Keeps children & pets off the lawn during this treatment time...........This treatment takes care of the grubs..............and then the mole problem is gone...nothing to feed on.  Good luck getting rid of the grubs.............Look on the interest for natural ways to kill grubs.  Moles come to get the grubs which are beatles of some sort in the grub stage before they hatch next year.

Castor oil is completely ineffective for getting rid of moles.  They're very hard to get rid of. Removing their food source, ONE of which is white grubs, will help but the controls are expensive.  If possible get a good hunting cat.  Traps are more effective than repellents or poisons and are available from any good garden store.

You could do a little dig right there to determine what it is...................If you see white grubs, treat it for grubs.  If not try some lime then you can hose it in.
