ROS Hibiscus (white w/burgundy center and white centers) ;It was here when we bought the house. It bloomed and we have a lot of flowers. It also had these vines that were strangling the life out of it and pulling the limbs down. One problem, the part that is pulling is pulling toward a chain-link fence and a limb is through it. Can't get that part back...but the rest is just going for...I don't know why! Reasons...So, We bought this green wirey-type stuff we were going to try to pull the limbs together with, but I wasn't sure if this would kill them or not. I have a hibiscus, and it is very sensitive. So now , finding out this is one of those, and not just a ROS - figures, We've also hade our beautiful hydrangea's beaten to a pulp by horrible storms (first year owning this magical house w/a garden). So I don't want to kill our tree. Help!

I would cut off whatever is going thru the fence back to 8 inches from the base.  You can use Spectracide pruning seal on the cut end.   Cut those vines out of there as they will kill everything.  Sounds like the bush need to be carefully trimmed in March up until the buds start to appear.  Sounds like everything has been growing wild before you bought this home.  Selective pruning is needed to preserve the plants but spring is the best time to do this.  The one growing thru the fence needs to be donenow before it breaks the fence.  I would wait untilMarch for the rest.

You also could trim it from March to before the new buds start.
