I have a dark pink ornimental flowering cherry tree in my front yard in Portland, Maine. The bark is peeling off and the leaves are yellow with red spots on the top of the leaves, but on the underside of the leaves there are hard white bumps. They are directly under the red spots that are on top and coming out of the white bumps are "burs" or "spikes". I am not sure if this is an infestation or fungus, or maybe a combination of both. Any advice about treatment would be greatly appreciated.
