Can a Manitoba Maple be Cleft grafted and/or Side grafted?

We have a Manitoba Maple that has a branch which comes off of the trunck that has grown about 10 inches straight and then it takes about a 30 degree angle downward for about 30 inches. We would like to snip the branch and graft it back together in a straight line. Also, one side of the tree has very few branches and we want to addd branches to that side. The tree is approx. 12 feet tall. We bought it from a greenhouse when it was 7 ft tall and have had it for two years.
