after 3 years my Hydrangea is still not blooming

Question

The first year I did not know about their delicatem timely pruning and I cut them all the way down  -- they came back the next year ,but still flowerless -- the next year I cut them back only half wayy, but apparently not what should be done and went flowerless again last year -- this year I cut them back in late November about 1/3 as the book says, but as of today I still have no blooms -- the three plants are soo healthy, I don't understand what more I can do ???????????????

stop cutting....need to be fertilized...............wait.....doing things too fast
