We have taken cuttings and using a glass container with water in it 1/2 way....put plastic wrap on tightly over the top and trim the rosemary off then strip the bottoms to remove what will be in the water..........put them into a hole that you make in the plastic.....it will take several weeks for full roots, you made need to change the waterseveral times or it will become cloudy. I keep it in the kitchen where I can see it out of the sun or the water changes faster. The roots will look like thin string...when they get a couple of inches long time to plant them into new pots. We have too much snow in the winter to keep them outside. If you have a greenhouse that would work out well there.
