I could be a spider mites...or other spiders.....see if after the sun goes down & the plant cools off.....mix up1 teasp non-alcohol w 1 qt water and spray............spray again in several days...........and again after a rain........................see if that stops them....if that does not work.............then Seven from the lawn & garden store.....use long clothes, mask, hat, gloves & goggles............keep children & pets away until it is dry.  Be sure that you read the label carefully for this plant.............don't spray if it is going to rain or if it is windy..........
