for now....wait for the sun to start to go down............mix up 1 teasp of hand wash liquid soap and 1 qt waterin a sprayer and see if that controls the problem........next day it might take 2 people to use that grey wide tape on so the sticky side is facing you and go around the tree and match the beginning side..........so this several times without leaving any bare tree. this will trap them coming down and they will stick to it. All your neighbors should do the same thing. You can spray you other plants with this as they don't like the soap.
In the fall when the leaves drop off......go to the lawn & garden store and buy dormant oil and read the directions. You will need an at least 15 gallon or more commercial sprayer. I bought ours at Tractor Supply... hubby made wheels and a metal connection for my 54 inch tractor and I spray & ride. I wear gloves, goggles and a face mask over the nose & mouth.
