my azalea bush has white worm like things on it. what are they?

located along the underside of the leaves and along the stems of last years trimming are  what appear to be worms or spores of some sort.I tried to burn them and they just shriveled up.no motion could be seen so I don't think that they are worms but.......

after the sun goes down mix 1 teasp liquid hand soap w 1 qt water spray on and under the leaves use a flat stick to move the branches carefully....spray again the next day and after a rain........spray again.........in the fall use dormant oil....mix according to directions..............do this again in the spring............wear old long clothes, mask and goggles with hand & gloves.  Keep children & pets away.  This is why I suggest doing when the sun goes down...that way it has time to dry....it does not take long......spray under it drips.....get under those leaves and heart of the plant.  check any other plants close to this one to see if they are having a problem
