You can safely harvest rosemary up to 5 times every season.  Check the leaves, if, when using the slightest pressure, the come right off the stem, you've waited too long to harvest.  It's more trial and error than an exact science, as there are many variables in every place that Rosemary is grown.  If you look at all the reasearch and thrive to adhere to everybody's guessimate when to harvest, your plant will be a tree, and partially dead. -Birdy

If where you live does not get snow you can actually harvest rosemary any time of year.  If it snows where you are just harvest during the growing period.

I live in California.  I use larger rosemary branches for kebobs that I grill on the BBQ.  I just cut the length I need and the quantity I need and the plant keeps on growing.  You can cut t back by up to 1/3 it's total height every year.

A lot of rosemary goes a long way if you plan to dry the leaves.  Cut off the stems and let them dry. Holding the tip of the branch in one hand just run your hand down the branch in the opposite direction of the growth and the leaves will come off the branch.  If you find that the leaves are not completely dry just set the leaves out on paper towels in your kitchen where they can't be disturbed and they should be completely dry within a week.

You can harvest rosemary any time during the summer.  cut off about half the length of each stem and tie together.  Hang to dry in a warm dry place, or place on paper towels.
