What can cause a newly planted Arbutus tree to die?

I have tried to ascertain whether the tree received too much or too little water or whether the weed barrier and gravel placed around it constricted it.  My gardener doesn't know what happened and the landscaper basically doesn't gaurantee the tree's life.  It has been under 1 year since it was planted.  the leaves have all dried up but not fallen off.  There is no sign of life.  Is there any hope for this tree?

We live in the Los Angeles area.
