I have Calliandra problem.

The calliandra was full and green fully covering the block fence. about 5 years ago we had a 3 day below freezing winter and the calliandra was freeze damaged. It never has come back to it's former fullness.

My landscape maintenance person has recommended removing all the calliandra and planting new plants (calliandra). Do you recommend doing this, or should the dead woody part be trimmed away and the plants fed and encouraged to regrow?

This plants is only hardy in zone 9 to 11.   If it suffered freezing damage it might take a while for it to make a come back....  If you don't feel as if you could wait and see.....you might want to take your gardeners advise.
