what are the white insects on my petunias

In  past years i have not had any problems with petunias in hanging baskets on the porch. they receive about 6-8 hours of sun, i water them with a dilute solution of fertilizer and water when the pot is lighter in weight but not dry, One p[ant with about 10 flowers left has little white flecks all over the leaves and flowers. The other plant about 10 feet away has lots of flowers and the white bugs ( not aphids) are just starting to attack it.  I am not sure what the insects are or how to get rid of them, Dead petunia plant has been replaced ,

Sounds like the insects are trying to eat everything because the weather is changing. After the sun passes and the plant has cooled, mix 1 teasp non-alcohol liquid soap w 1 qt water and spray well.....get into & under.  If you have sevin and a 5 gallon bucket you could mix up a batch and soak the whole plant in it until the bubbles stop.............do any other plants that you have in it also........any plants that you are going to bring in your home..  dip them to prevent bugs from coming in.............right  before you want to bring them in and let them drip first....
