Why are my pine trees losing a lot of pine needles and turning brown on the inside of the trees?

They have lost a lot of pine needles in the last 2 years. The pine needles are turning brown on the inside of the trees. We have one tree that looks like an almost yellow foam coming out of it. These a mature spruce trees.
