What are these bugs all over my mums and sunflowers and how do I get rid of them?

I have always had a problem with little black speck looking bugs all over my sunflower's leaves and stems. They destroy the leaves on these flowers, but I've never seen them move to any other of my plants until this year. They attacked my mums as well while ignoring everything else. In addition to the black specks which are on the under side of the leaves there is also little bits of something fuzzy-ish that also move around. There is no webbing to inidcate they are spider mites. I have tried multiple pesticides in addition to soapy water but they are a force to reckoned with. Any ideas?

sevin on non edibles............read the label well before mixing.................what for the sun to pass over................wear old long clothes, goggles, mask, gloves and keep children & animals away while it is wet.
