You could repot it and use cactus soil, lightly water

You did not mention which type of cactus you have...so lighting, temperature soil and or water could be the problem.  They like 55 to 80 degrees...in the winter cooler 50 to 55 but with bright LIGHT.............my hubby has his in south window...they are just starting to bud.
