can they be brought in for the winter or just covered outside?

they love the snow.............do not cover them

I bring mine under the roof overhang to protect the pots themselves, as well as the plants, from rain/freeze/rain stuff. They do fantastically. Ones in the ground don't need anything - happy little critters.

Depending on the temps in your winters, you can leave them outside but it is going to depend on the container they are in too. If in doubt bring them in where they get even amounts of sun light so they do not grow spendally upwards. Also remember hens and chickens go into a type of dormance stage and will only need 1/4 of thewater needed in the summer. Leaving your plants out side is an option but be sure the roots are well insulted from the freezing winter just as the tops are covered w a thick layer of leaves or straw.
