Flea like broccoli pest

What are the small black bugs that look like tiny , heavy pinhead sized, beetles that jump like fleas, on my broccoli and Brussel sprouts. They eat the leaves but I want to know if they ARE a type of flea that could get on humans #1 AND

#2 I have  been removing them with sticky tape which is difficult as they jump high and away quickly and you can't see where they've gone to. HOW do I get rid of them!

I have too many plants to do all by hand really and I'm certain they will be laying eggs
