Pears are covered wtih brown coating which can be scraped off.  Is it safe to peel and use these pears in pies or jam?  Leaves of the tree are not effected?

I would not eat that.  You need to spray in the fall dormant oil.........and again in the spring up to the bud stage........once the buds open only spray the trunk when the sun goes down.
